<p>Going on this weekend &#8211; Saturday is Safe Kids Day  - Many fun activities for children including safety information – this will take place from 11-2 at the Goshen County Fairgrounds  <span id="more-2690"></span>  </p>
<p>The 12th Annual Classic Cars in the Park, 9 a.m.–6 p.m. Torrington Main Street. “Run Around Town,” noon-1 p.m. ending at Pioneer Park, Trophy presentation to winners 3:30 p.m. – Any questions  contact City of Torrington (307) 532-5666.</p>
<p>Pioneer Park will also have the 3<sup>rd</sup> Annual Stephen M Kerr Memorial Pet Fair from 10am to 3pm</p>

<p>Last night the Lincoln Center had a large turn out for the city council meeting.  The mayor and city council members passed the 10% increase on electrical rates on second reading, to help off set there 8.8 million dollar deficit.  Residents of Torrington were upset and spoke there mind on the subject of a 10% rate increase.  Business owners explained how they would have to raise prices of goods and services to customers.  Residents on fixed income wanted to know how they would pay for this increase.  After the meeting we spoke to a few citizens.</p>

<p>On a good note Stephanie Reeves with Wyoming Community Gas – Supplier in the choice gas program presented a check to the mayor in the amount of $7,692.18. Thank you to Wyoming Community Gas.</p>

<p>Multiple agencies are currently involved in the search for a 21-year-old Cheyenne man, who is currently missing at Glendo State Park.</p>
<p>Park Rangers received a report at approximately 11 p.m. Sunday, that the man had left camp in a kayak on rough water and did not return.</p>
<p>The Platte County Sheriff’s Office is currently investigating the incident and coordinating the search. They have not released the name of the missing individual.</p>

<p><strong>Wyoming State Engineer Says Laramie County is Experiencing an Upswing in Water Hauling</strong></p>
<p>Wyoming State Engineer Patrick Tyrrell said there has been an increase in water-hauling activities in southeast Wyoming and that much of the water hauling is meant to support local oil and gas drilling efforts. </p>
<p>The source of this water is typically irrigation or other large-scale wells, according to the State Engineer’s Office.  In some cases, however, the water is produced from domestic or stock use wells. </p>
<p>Tyrrell said that local appropriators, oil and gas companies, and water-hauling operations should be aware that most of Laramie County is a designated Ground Water Control Area and, as such, has additional restrictions and conditions on groundwater use. </p>
<p>A formal procedure must be followed prior to hauling water., Tyrrell said, and most activities can be accommodated by seeking a Permit for the water-hauling or by obtaining a Temporary Use Agreement, both of which are issued by his office </p>
<p>Tyrrell said that violating these requirements could result in penalties provided under Wyoming law.  Additionally, violating the terms of a Temporary Use Agreement could also result in penalties, including cancellation of the Temporary Use Agreement, he said. </p>

<p>If you’re planning on camping at Guernsey or Glendo State Park this weekend – There is good news.</p>
<p>Following more than a month of extensive repair, removal and restoration, 100 percent of Glendo State Park’s campgrounds will be open and will function at full capacity during the Labor Day weekend. This is despite unprecedented flooding experienced at the state park earlier this summer.<span id="more-2671"></span></p>
<p>“The Park Staff and WindCreek Services, Inc. did a tremendous job of getting the park back to being operational throughout this past month,” State Parks Engineering Supervisor Darin Westby said. “It would have been very easy for everyone to sit back and take their time (in getting the park operational), however, everyone involved were exceptional in their efforts to get the park operational and restored in an unbelievable time frame.”</p>
<p>All campgrounds, and most campsites within those campgrounds, will be open during the Labor Day weekend. Additionally, depending on water levels, the boat ramps at Whiskey Gulch, Reno Cove Bennett Hill and the Marina will also be open and usable. Park users should be aware that the reservoir is 65 percent full; however, water levels have been dropping six to 10 inches per day and will continue to drop at this rate through the weekend.</p>
<p>The reservation system is also now accepting reservations for the campsites that are available on that system.  </p>
<p>Excessive rain and heavy runoff along the North Platte River during the early part of the summer resulted in unprecedented flooding of Glendo Reservoir, and as much as 80 percent of the park’s campgrounds were affected.</p>
<p>Although water began to recede during the Fourth of July weekend, many of the campgrounds were still flooded until August. Windcreek Services was then able to begin removing debris from the affected areas, and repairing the designated campsites, a chore that took much of the month to complete.</p>
<p>The Wyoming Division of State Parks, Historic Sites and Trails wishes to thank the public for their patience and understanding during this year’s unprecedented flooding.</p>

<p>Over two hundred sixty people attended the Oil Shale Seminar yesterday.  The doors were closed, after max capacity in the Lincoln Center gym was reached, and some had to be turned away.  Information was presented from Nobel Energy, The Department of Environmental Quality, The Wyoming Oil and Gas Commission, Wyoming Business Alliance along with officials from counties that have first hand knowledge of how oil industries impact communities. <span id="more-2663"></span>Mark Watson from the Oil and Gas Conservation Commission informed us that 16 drill permits have been pulled in Goshen County, 9 in Platte and 80 in Laramie County.  Topics of discussion were how oil is drilled, what is fracking, ground water, waste water, road construction, property taxes and more. </p>
<p>We spoke to Senator Curt Meyer after the seminar and asked him what he felt was the most important first steps.</p>

<p> Our county and city officials have a lot of work ahead.</p>
<p>According to Nobel Energy officials, it will be 12 to 18 months before we know the impact of this oil industry. KGOS/KERM will keep you informed of any new developments.</p>

<p><strong>1st Annual Southeast Wyoming Oil Shale Seminar </strong>is today.</p>

<p>Oil exploration has begun in southeast Wyoming, northern Colorado, and western Nebraska with companies examining the viability of extracting oil from the Niobrara shale formation.</p>
<p>The seminar will have speakers from industry, the Wyoming department of environmental quality and other impacted counties to discuss technology, timeline, environmental concerns and socioeconomic impacts that can be expected from oil exploration.</p>
<p>The state has already held two auctions for leases in the area that brought in record prices and private landowners are seeing similar activity.  Southeast Wyoming has not seen much activity in mineral extraction in its past, so many people in the area are looking for more information and wanting to know what they might expect to see.<span id="more-2646"></span></p>
<p>There will be impact if the oil is economical, but people are interested in the details; where is the formation, what is fracking and what are the environmental concerns, what is industry doing and how will this affect my community.</p>
<p>The goal of Today&#8217;s <strong>1st Annual Southeast Wyoming Oil Shale Seminar  </strong> is to provide information to the general public and policymakers about what is happening and what communities can anticipate might happen if exploration continues.</p>
<p>This meeting is open to the public and is located at the Lincoln Community Complex Gym, in Torrington</p>
<p>Today from 11 a.m. &#8211; 1:30 p.m.</p>
<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211; </p>
<p>Guernsey Reservoir is expected to remain accessible for boating recreation through the holiday weekend for September 4-6. Reclamation will begin drawing down Guernsey Reservoir on Tuesday, September 7. To avoid potential problems associated with declining reservoir levels, Reclamation advises that watercraft be removed fro the reservoir by the evening of Monday, September 6.  On September 7, the reservoir will begin to decline as the irrigation season draws to a close.  The reservoir will not be suitable for boating recreation until next year.</p>

<p>Tonight is the <strong>Goshen Community Theatre Audition Workshop</strong> it will take place at  Eastern Wyoming College Fine Arts Auditorium  at 7 p.m.</p>
<p> The Community Theater production of “A Christmas Story” is planned for sometime in November. For more information contact director Callie Allred (307) 837-2482.</p>

<p>If you fail to stop when the bus lights are flashing you will receive a $400 fine and court costs for your first offence.  Safety for our kids should be number one.</p>
